Because it has a developed infrastructure of dirigibles to move goods, merchants can use these instead of paying outlandish fees to the Red Priests for the use of teleportation obelisks.

Home to most of the continent’s snobbish merchants and artists, and home to the thriving, unregulated economy of Outpost B.
